Who restores water damage in older Oakland homes?
That’s our job here, handled from RestoreX’s East Bay office in Hayward, about 19 road miles from Oakland City Hall. The median Oakland home was built in 1953, and 37% predate 1940. We find where the water came from, dry walls, floors and framing by moisture readings, and rebuild what couldn’t be saved.
About 77% of Oakland’s housing units were built before 1980. Some 13,000 homes went up between 1921 and 1924 alone, and many of those 1920s houses and apartments still stand; the city’s population had already doubled in 1906, when refugees arrived from the San Francisco earthquake. Renters live in about 58% of occupied homes, and nearly 23% of units are in buildings of 20 or more apartments. Nine designated historic districts hold about 1,500 buildings. Finding which decades-old pipe or drain gave way is the first step of any water damage restoration in a house like that.
Housing: U.S. Census ACS 5-year estimates. Distance is approximate.
About Oakland
Where does Oakland flood in big storms?
The National Weather Service’s storm reports keep naming stretches of I-580 and I-880. On March 10, 2023, CHP reported 3 to 4 feet of water on eastbound I-580 at the High Street off-ramp, and both directions were later closed between High Street and 35th Avenue. Oakland Airport set a daily record of 5.01 inches on December 31, 2022.
Rain drains through a dozen creeks in Flood Control Zone 12, among them Temescal, Sausal, Peralta, Arroyo Viejo and San Leandro, and Lake Merritt, a tidal lagoon that empties into the Oakland Estuary, has its own pump station. During the October 24 and 25, 2021 atmospheric river, a gauge in the Oakland hills caught 9.04 inches in 48 hours, about twice the airport’s 4.44. The District’s 2022 Zone 12 Drainage Master Plan calls for a 3,800-foot storm drain bypass under Claremont Avenue and a new drain at Harrison and 27th streets near the lake, both sized for 100-year flows (Alameda County Flood Control, Zone 12).
Fire is the other big hazard. The 1991 Oakland Hills fire destroyed 3,354 single-family homes and 456 apartment units, according to the U.S. Fire Administration. After CAL FIRE’s 2024 maps would have shrunk the city’s Very High Fire Hazard Severity Zone, the City Council stretched it over the whole Wildland-Urban Interface Fire Area in June 2025. Parcels there pay the Measure MM parcel tax, and about 26,000 get a vegetation inspection each year (city wildfire inspections).
FEMA’s newest flood map for Oakland took effect May 26, 2026, the same day as Alameda County’s, and the city holds no Community Rating System class. Its more than 50 neighborhoods split between the hills on the northeast side and the flatlands, which take in all of Downtown and West Oakland.
Permits & rebuilding
What permits come up when repairing an Oakland home?
Any plumbing, electrical or mechanical work needs one. Oakland also requires building permits for dry-rot and termite repair, foundation work, stucco or siding and window replacement, and any project that disturbs lead paint. Creekside lots can need a creek protection permit as well, and a remodel over $100,000 brings in EBMUD’s sewer lateral certificate.
Lining up an Oakland repair
- Start at the One-Stop Permit Center, 250 Frank H. Ogawa Plaza, 2nd floor, or call the building counter at (510) 238-3891; building inspections are at (510) 238-3444.
- A City Sewer Lateral permit is pulled by a licensed contractor at the DOT Permit Counter, 510-238-3199, and lateral inspections need 48 hours’ notice at 510-238-3651.
- Selling, or remodeling past $100,000? Budget time for EBMUD’s compliance certificate, which needs a verification test EBMUD witnesses, not just a CCTV video.
- Emergency sewer work to protect life or property can go ahead under OMC 13.08.070, as long as the permit application follows on the next working day.
- Buildings designed or built before 1991 with five or more units and a vulnerable lower story or crawl space fall under the Mandatory Soft Story Retrofit Program, OMC 15.27.
Services in Oakland
Beyond water, what else do we clean up in Oakland?
We dry out water damage from storms and plumbing failures, clean up sewage backups and treat mold. For homes in the Wildland-Urban Interface Fire Area, or anywhere a fire hits, we also handle fire and smoke damage, board-ups and odor removal. Rentals and apartment buildings get the same work, coordinated with owners and tenants.
FAQ
Oakland Questions
What is EBMUD's sewer lateral compliance certificate?
It’s proof that your private sewer lateral doesn’t leak, required in Oakland from January 16, 2012. You need one to close escrow on a sale, before final sign-off on a remodel over $100,000, or to change water meter size. A contractor inspects and repairs the lateral, then EBMUD witnesses a test. It lasts 20 years if every lateral was replaced, 7 years otherwise.
Can I sell an Oakland home before the lateral is fixed?
Yes, with a Time Extension Certificate from EBMUD, which gives 180 days after title transfers and requires a $4,500 refundable deposit. The program grew out of a 2009 order from the U.S. EPA and the Regional Water Quality Control Board to fix leaking sewer pipes that let rainwater overwhelm the system and send partially treated discharges to the Bay.
Does EBMUD handle both water and sewage in Oakland?
Mostly. EBMUD’s drinking water starts in the Mokelumne River watershed in the Sierra Nevada and travels 90 miles to the East Bay. Wastewater flows from private laterals into city sewers, and EBMUD interceptors carry it to the district’s treatment plant in Oakland. Storm water has a separate system, and city code bars storm-water connections to a lateral.
