Who repairs water damage in Walnut Creek condos and homes?

Walnut Creek gets its RestoreX crew from our East Bay office in Hayward, about 31 road miles from City Hall on North Main Street. Here 24% of homes sit in complexes of 20 or more units and 16% share walls, so we trace moisture through every affected unit, dry each one and handle the repairs.

Walnut Creek roughly quadrupled during the 1950s, from 2,460 residents in 1950 to 9,903 in 1960, as Broadway Shopping Center opened and Joseph Eichler built a subdivision on the walnut orchards of Rancho San Miguel. Two-thirds of today’s housing predates 1980, and the median home was built in 1974, per Census Bureau estimates for 2020-2024. Only 37% of homes are detached single-family houses, which shapes how water damage spreads and who has to be involved.

About Walnut Creek

Why does Walnut Creek flood?

Several creeks come together in town. The stream called Walnut Creek begins where Tice Creek joins Las Trampas Creek, San Ramon Creek meets it underground near Mount Diablo Boulevard and Broadway, and downtown the creek runs through a series of tunnels. The town had four major floods in the 1950s alone.

Those floods changed how the creek is managed. Residents demanded action, the Contra Costa County Flood Control and Water Conservation District was formed to own and maintain the channel, and in the 1960s the Army Corps of Engineers widened it and built levees on a project reaching 22 miles upstream from the creek’s mouth on Suisun Bay (Regional Water Board). Before that work, the old USGS gauge in town recorded 12,200 cubic feet per second on April 2, 1958.

Most of the 12.3-mile mainstem is now a concrete or earthen flood-control channel, yet roads still go under in big storms. The National Weather Service logged flooded roads at Broadway and Cypress Street in November 2019 and water across southbound I-680 at North Main Street on December 25, 2025, then again on January 1 and 4, 2026 (NWS storm reports). FEMA’s current flood maps for the city date from March 21, 2017.

On the open space hillsides, the city works with CAL FIRE and the Contra Costa County Fire Protection District, using cattle and goat grazing, about 18 miles of disked fuel breaks and over 10 miles of hand-trimmed ones, and it closes open space on Red Flag days. By land area, 94598 is the largest of Walnut Creek’s ZIP codes, followed by 94596, 94595 and 94597, which together take in Northgate, Parkmead, Walnut Heights and Larkey Park.

Permits & rebuilding

What needs a permit when you repair water damage in Walnut Creek?

Any plumbing, electrical or mechanical work does, because the city’s exemptions stop at painting, papering and similar finish work. Replacement water heaters and furnaces, kitchen and bath remodels and new windows need permits as well. Applications go through the online portal only, and over-the-counter permits usually take 3 to 5 business days to review.

Walnut Creek repair checklist

  1. Apply through the building permits portal; the city no longer takes paper or emailed applications or issues permits in person. Questions go to 925-943-5834.
  2. Construction on a Saturday or a city holiday needs an after-hours permit.
  3. Before any development in a flood hazard area, get a floodplain development permit from the city’s Floodplain Administrator.
  4. Chapter 9-12 adds up repairs over three years when judging substantial improvement, and fixing a substantially damaged building always counts.
  5. Con Fire’s fire hazard map for Walnut Creek, dated February 24, 2025, shows whether a lot is in a Moderate, High or Very High zone.

Services in Walnut Creek

What can RestoreX handle for Walnut Creek owners and associations?

RestoreX handles leaks that travel between stacked units, sewage backups that come up through a side sewer and mold in walls that stayed wet. In shared buildings we document each space separately, so every owner and the association can see what was found where, and then we handle the repairs.

FAQ

Walnut Creek Questions

No. EBMUD’s regional Private Sewer Lateral program, which requires compliance certificates on sale and other triggers, covers Alameda, Albany, Emeryville, Oakland, Piedmont, Kensington, El Cerrito and Richmond Annex, and Walnut Creek isn’t on that list. Sewer service here comes from Central San, which holds owners responsible for the side sewer up to and including the connection to its main.

If your side sewer connects to Central San’s system, yes. Its 2022 Standard Specifications, citing District Code 9.15, require every property owner to install and maintain an overflow protection device at an elevation that protects the property. If sewage still comes up inside, call Central San at (925) 933-0990, then call us for sewage cleanup.

It depends on the property. Two utilities serve the city, East Bay Municipal Utility District (EBMUD) and Contra Costa Water District (CCWD). The city lists CCWD at 925-688-8000 and EBMUD customer service at 1-866-403-2683. Sewer service is separate: Central San’s 1,500-mile system carries wastewater to its treatment plant in Martinez.

About 31 road miles to City Hall, a drive of roughly 43 minutes on clear roads. When you call (844) 623-3946, tell us whether the damage is in a detached house, a townhome or a unit in a larger building, since that changes who else may need to be involved.
