When a Brentwood Home Floods: Water Damage Cleanup
Most Brentwood homes went up in 2000 or later. Pipes, appliances and Marsh Creek storms can still flood them, from downtown to Trilogy at the Vineyards, and our East Bay crew cleans up and rebuilds.

Who can dry out a water-damaged home in Brentwood?
RestoreX can. Our East Bay office in Hayward covers the city, about 47 road miles from City Hall. We stop the source, extract standing water, dry floors, walls and cabinets to measured moisture targets, and repair what was removed. Nine in ten homes here are detached single-family houses, most built in 2000 or later.
Brentwood was laid out on John Marsh’s Rancho Los Meganos, got its post office in 1878 and incorporated on January 21, 1948, but most of what stands today is recent. The population climbed from 23,302 in 2000 to 66,854 in 2022 as farms and orchards gave way to subdivisions, and the median home dates from 2003. About 82% of homes are lived in by their owners, and only around 10% were built before 1980. A newer house can still lose a supply line or a water heater, so water damage here can start indoors just as easily as from a storm.
Housing: U.S. Census ACS 5-year estimates. Distance is approximate.
About Brentwood
How does Marsh Creek affect flooding in Brentwood?
It carries runoff from the east side of Mount Diablo straight through town. Marsh Creek runs about 30 miles through Marsh Creek Reservoir and Brentwood to the Delta at Oakley, and Dry, Deer and Sand creeks all join it inside city limits. Its Brentwood gauge peaked at 1,770 cubic feet per second on January 2, 2006.
Flood control here was built for farmland. Contra Costa County formed Flood Control Zone 1 for Marsh Creek in 1954, and through the 1950s and 60s the county district and the federal Soil Conservation Service channelized Marsh Creek from its mouth to Dry Creek, along with parts of Sand, Deer and Dry creeks, and built flood-retarding reservoirs; Marsh Creek Reservoir’s dam was built in 1963. That gave 50-year protection to what were then fields. A 1994 plan amendment added regional detention basins and channel widening to move toward 100-year protection as Brentwood, Oakley and Antioch urbanized (Contra Costa County flood control zones).
The Three Creeks Parkway Restoration Project, a roughly $9.0 million effort by the Flood Control District, American Rivers and the city, is widening about 4,000 feet of the Marsh Creek channel with a floodplain bench and salmon habitat. Roads outside town still take the hits: on December 31, 2022, flooding and mudslides closed Marsh Creek Road south of the city, and in February 2017 rock and mud slides struck at Deer Valley Road and Marsh Creek Road (NWS storm reports).
Brentwood sits on the Delta’s alluvial plain in Mount Diablo’s rain shadow, so it gets less rain than much of the Bay Area. The whole city falls inside ZIP code 94513, and the county’s Agricultural Core, about 11,000 acres of preserved farmland, borders it on three sides.
Permits & rebuilding
Does Brentwood require a permit for water damage repairs?
Usually. Brentwood’s permit guide, effective April 19, 2017, requires permits for almost all plumbing, mechanical, electrical, structural and demolition work. In one- and two-family homes the exempt list is short: paint, carpet, flooring and tile finishes outside the tub or shower, same-place countertop swaps and small sheds, fences and decks. Flood hazard areas add a floodplain permit.
Brentwood permits and contacts
- Walk in to the Building Inspection Division at City Hall, 150 City Park Way, Monday through Thursday 9 to 4 (Fridays by appointment), or call (925) 516-5405.
- Ask Neighborhood Services, through the Permit Center, for your property’s FIRM panel and flood zone before planning flood repairs.
- Under BMC Chapter 15.07 the chief building official is the floodplain administrator, and restoring a home for 50% or more of its pre-damage market value counts as substantial damage.
- The lateral from the house to the property line is the owner’s; the city maintains it from the cleanout at that line to the main, and an approved cleanout there is required.
- Report water or sewer emergencies after hours to Police Dispatch at (925) 809-7911.

FAQ
Brentwood Questions
Does Delta Diablo treat Brentwood's sewage?
No. Delta Diablo serves Antioch, Pittsburg and Bay Point. Brentwood runs its own 5.0 million-gallon-a-day Wastewater Treatment Plant, built to expand to 10, and discharges tertiary-treated effluent to Marsh Creek. The city’s Collections Division maintains the mains and more than 19,760 connections, while the lateral from your house to the property line is yours to keep up.
Where does Brentwood's tap water come from?
The city supplies about 20,000 connections through roughly 345 miles of mains, blending groundwater from city wells with Delta surface water treated at the City of Brentwood Water Treatment Plant and the Randall-Bold Water Treatment Plant. In 2020 the wells supplied 0.79 billion gallons and the plants 3.10 billion. Brentwood also prohibits installing salt-based self-regenerating water softeners.
Is my Brentwood home in a FEMA flood zone?
That depends on the parcel, so ask the city. Brentwood’s first FEMA flood map took effect June 16, 2009, and the current one dates from March 21, 2017. The city has no Community Rating System class of its own, though Contra Costa County is class 6. Neighborhood Services can give you your FIRM panel and zone at (925) 516-5405.
Hayward is a long way off. Do you still come to Brentwood?
We do. Hayward is closer than our main office in Petaluma, and from there it’s about 47 road miles to Brentwood City Hall. Traffic can stretch the drive, so call (844) 623-3946 as soon as you find the water. We’ll ask what got wet and when it started, then set a time to come out.
